A lines of trucks leaving a man-made peninsula that will serve as a repository for toxic tsunami rubble in Ishinomaki port.  Miyagi Prefecture, Japan.  The Miyagi prefectural government started testing tsunami debris in early October for the presence of cesium and other radioactive isotopes.  This is in addition to the existential threat from non-nuclear contamination present in the debris like asbestos and dioxins.  Prefecture government officials declared that all their permanent dump sites were full and has asked other prefectures throughout the country to help with the disposal.   The Tokyo metropolitan government has agreed to accept debris, mostly lumber and metal, from from Miyako, Iwate Prefecture and is said to be in negotiations, despite receiving hundreds of complaints from Tokyo residents, with Miyagi Prefecture to do the same.
